HOW TO START A LAW COLLEGE IN INDIA ?
           
            With the advent of commercial and technical progress, the need for legal professionals has also arisen.  So is the demand for opening and starting new law colleges to meet the requirement of quality legal professionals.  It is the solemn responsibility and statutory function of the Bar Council of India to allow such colleges to be affiliated and recognized in case they meet certain prescribed criterion and thereafter keep on inspecting such colleges on regular intervals to ensure continued maintenance of such prescribed norms.    

A person or institute desirous of opening Law Institutes have to make an application on a prescribed form complete in all respect to the Bar Council of India so as to seek affiliation and recognition of courses.  Coupled with this, now in accordance with the decision of the Legal Education Committee on April 30, 2010, each law school/college is required to report compliance with Legal Education Rules, 2008.

Following are main requirements to be met with by the Institutes to open the law colleges and the same must be fulfilled alongwith the application forms:-

I. Establishment, Management, and Status of the Institution
A.
(a) Name and complete address of the institution, including Pin Code, telephone and facsimile numbers.
(b) Name, designation, and address of the person making the application with telephone and facsimile numbers.
(c) Year of establishment and University to which the institution is affiliated.
(d) When was it affiliated? (Attach letter from University)
(e) What courses in law are being offered at present? (Serial numbered)
(f) When did the Bar Council of India give recognition? (Letter from the Bar Council of India)
(g) Has the institution been inspected by Bar Council of India previously? If so, provide details.
(h) What course(s) does the does this application refer to for recognition?
(i) How many batches of undergraduate (Ll.B.) students have graduated from the institution?
(j) How many batches of post-graduate (Ll.M.) students have graduated from the institution?
B.
(a) Who manages the institution and under what framework? (Enclose relevant documents)
(b) Name and addresses of the Board of Management. (Enclose relevant documents)
(c) What are the other institutions run by the same management and where?
(d) How long does the present management continue in operation under the existing rules?
(e) What are the sources of funding for the institution?
(f) What are the assets of the law college/department? (Enclose relevant documents)
(g) Who appoints the staff of the college and under what procedure?
(h) Does the college pay U.G.C. scales? If not, provide details of the pay structure for different cadre of academic staff.
(i) Has the college ever been disaffiliated by the government or University? If so, what were the reasons?
(j) Enclose any additional relevant documents to guarantee the financial viability of the college.

II. Infrastructure facilities
(a) Land and buildings: Area, built-up space, description of class rooms, staff rooms, student facilities used for law college only.
(b) Does the college have its own building? If not, when does it propose to build one?
(c) Size, furniture, budget, personnel, system of lending, and other details about the college law library.
(d) Number of text books, reference books and periodicals in the law library (Enclose detailed break-up)
(e) Names, ranks, salaries, qualifications, and details of teaching experience of academic staff including Principal (Enclose sheet if necessary)
(f) Details of supporting (administrative) staff available to the law college.
(g) Is there a hostel for students? How many students can be accommodated?
(h) Are there common room facilities for students? Give details for boys and girls.
(i) How far is the nearest court from the college? What are the other courts in the locality?
(j) Provide details of the other law teaching institutions in the area.

III. Academic Affairs and Potential for Development
(a) What are the courses now being offered?
(b) How many students are there in each of the courses being offered now?
(c) What is the process of selection of students for admission?
(d) What is the maximum intake that the college has had in the past five years? (Provide detailed break-up)
(e) What is the duration and normal schedule for teaching in the college? (Enclose timetable used during the last year/semester)
(f) How many classes does a student have to attend on an average working day?
(g) How often is attendance taken?
(h) Who keeps the attendance register after work hours?
(i) What percentage of students live in the locality and what percentage commute from outside the area?
(j) Are there periodic examinations conducted by the college to assess the progress of learning in students?
(k) Who supervises the regularity and quality of teaching and under what procedure?
(l) How does the management ensure that classes are held regularly?
(m) Give details of how many students the college has admitted in the first Ll.B. class and how many it presented for the third Ll.B. examinations and how many have passed (with distinctions if any) during the last five years.
(n) What are the outstanding academic achievements of the college in legal learning?
(o) What evidence is there to show research accomplishment of the faculty? (Enclose data separately of each)
(p) Does the college publish any journal? (Give details and enclose copies)
(q) What is the system in place for practical training for students? (Give details)
